Transnational exchange

Electronic staff travel survey exchange, December 2004
During the October Workplaces Work Area in Bruges, Partners had expressed an interest in the electronic staff travel survey developed by Yorkshire and Humber.  South Yorkshire PTE developed the original version, which was later adapted for use by the West Yorkshire Travel Plan Network.  The program offers a standard staff travel survey for employers, then analyses the results and produces reports.  Concequently reducing the time spent by travel plan officers and/or consultants in undertaking individual company travel plan surveys. 

A CD-ROM containing the necessary computer programs and two manuals which explain how to install and use programs, were sent to the Partners for further investigation in their own countries.

Sharing Information on Sustainable Tourism, December 2004
Members of the Transport and Leisure Work Area group recently met in Zeeland.  One of the events organised was a talk on 21st Century Tourism Trends, presented by Prof. Dr. Go from Erasmus University's Centre for Tourism Management.  With agreement from Prof. Dr. Go, members of the Yorkshire and Humber region presented the talk to the local tourist partnership in the Yorkshire Dales. 

The local partners from the Dales were able to see that their working practices and ideas were similar to those elsewhere in Europe.  

Regeneration and social inclusion initiatives explored, November 2004
As part of the Target Project transnational learning activity, representitives from the West Yorkshire Economic Partnership visited Goteborg to visit and learn from current sustainable regeneration and inclusion inititatives.  The key points of discussion were:- sustainable transport access to, from and within an area; provision of a high quality dedicated busway; a synergy between higher education and services; long term planning, funding partners and barriers to inclusion. 

Two site visits explored the suburb of Bergsjon that experiences high immigrant turn-over and unemployed populations; and secondly the regeneration of the Lundby shipyard/ docks/ area, identifying the integration problems associated with social housing, high-tech employment, education and development of a quality transport infrastructure.

Possible ideas for transferring to West Yorkshire include:

  • securing flagship businesses at an early stage
  • the usefulness of models when explaining the dynamics of an area
  • a comprehensive approach to higher education and links to local industry
  • the balance between transport within a regeneration area and links to the city district
  • the inclusion of recycling/health/community based work in regeneration programmes
  • provission of mid and long term support.

European Transport Projects, June 2004
As well as the Interreg IIIB North Sea Region programme, Goteborg are also involved in the 'Cities around the Baltic Sea' programme and presented papers on associated projects at the recent UBC meeting in Kaunas.

Groningen Conference: Transport Policy and Best Practice
Delegates from the Yorkshire and Humber region attended the conference to emulate best practice through the develpment of EU programmes and schemes.  The group, who will be involved in the £1/2 billion investment allocated to the 2nd West Yorkshire Local Transport Plan, learnt of the significant benefits of 'soft measures' for cyclists, pedestrians and public transport to benefit the community.  The most relevant transferable ideas were: waterfornt developemnts, zoning city centre access, delivery vehicle access strategy, travel planing implementation and 'opportunity led' Park and Ride.

ECOMM, Lyon 6 and 7 May 2004
Several important projects were presented at the 2004 ECOMM annual conference.  These included the inovative 'Scrap Your Old Car' campaign, exhaust emission measuring in Lundby and the car sharing scheme implemented from Goteborg.  As well as the successful public transport and leisure Entdecker smart card, developed in Bremen.

A new content management system has been installed at Metro, UK.  This means that the Target web site has been revised and has proved easier to update and illustrate the implementation of the 26 workpackages across our eight partners.  All partners contributing to the site, especially now, during the final year of Target 2 funding.

House of Commons Health Select Committee visit Odense
In February 2004 Odense was host to a House of Commons Health Select Committee.  Following the implementation of initiatives to improve the 'quality of life' for city users, the Committee visited the Odense to see at first hand their extensive programme of active living and travel initiatives.

Bremen EntdeckerCard smart card
Bremen's successful EntdeckerCard allows access to 120 attractions and use of public transport across the North West region of Lower Saxony.  The smart card technology development has greatly assisted Schouwen Duiveland develop their own product.

Odense cycle initiatives.
Odense, European city of cycling have hosted several exchange visits and delivered presentations about the hard and soft measures to improve cycling in the city environs.  Including an exchange visit from Yorkshire and Humber Target partners from York, Calderdale, Rotherham and a guest from Sustrans.  Calderdale local authority have adopted the Odense style cycle competition for Bike Week 2004.  York are also encouraged that several initiatives could be replicated in the city.

Workplace travel plans.
Exchange visits between Yorkshire and Humber and Goteborg continue to develop.  Software and other measures to streamline travel plans for busnesses developed in by various authorities across the Yorkshire and Humber region, are being considered for roll-out of the Lundby experience in Goteborg

Behavioural influence and changing attitudes.
Target has created provission for a number of exchanges on this subject:

  • Yorkshire and Humber are developing a paper to report their work with psychologists in respect of behavioural change.
  • There is a summary report on Target experiences and lectures from the Goteborg Thematic Seminar, in June 2003
  • 'Carpet bombing or organic growth? Strategies for social marketing programs'.  A study by Professor Lars Palm, was presented at the Goteborg Thematic Seminar.

Car club and public transport partnerships.
Due to the successful Bremen car club, Bremen have been able to advise and assist CarPlus in the development and requirements of a Leeds car cub.  Carplus are also inviting Bremen officers to Leeds to help prepare the marketing campaigns leading up to the launch of the car club.
