Introduction
Odense will develop a policy for access limitation to Odense city centre and its central areas. The policy will address parking management, speed reduction, pollution reduction, delivery of goods, aesthetic improvements, redesign of roads and better public transport, with a pilot bus priority scheme.

This 'joined-up' approach to provide quality city centre improvements will be implemented by a series of pilot trials.

Consultancy remit and report, Dec 2003
A team of consultants was used to assess the current situation of the city centre network and public transport facilities. Their brief was to produce a plan for the city centre and determine principles for public transport and bus priority without compromising cycle traffic.

Public consultation included 3000 telephone interviews, bus passenger surveys and information about the project inside the buses. Analysis of the data gave a baseline to the final report identifying:

5.7% of all trips are made by bus
there are 1.9 bus trips/passenger/day
12% of women use buses
8% men use buses
10-19 age group are the highest user group
