Target 2 provides sustainable travel options.  It brings together a consortium of eight European partners to develop and implement a range of initiatives that enourage alternatives to private car use.

The Target Project

The Target project supports sustainable transport by providing a range of choices and raising awareness of viable travel options for work, school and leisure journeys. These initiatives offer real alternatives to car-dependant lifestyles and encourage a change in travel behaviour.

Target 2 will develop some of the pilot projects undertaken in Target 1 (see archive) as well as provide new initiatives with new solutions to be integrated into mobility management strategies. New solutions will enable people to make more informed decisions about their travel options and be part of a sustainable answer.

The project works with and learns from other European and regional partners to fast track good ideas.  Enabling other organisations to use Target ititiatives as a resourse for implmenting sustainable travel measures. 

Target 2 is co-funded by the European Region Development Fund, Interreg IIIB North Sea Region programme.

What is Mobility Management?

Mobility Management covers a range of ‘soft’ transport options designed to meet the different aspects of personal, leisure and business transport needs. ‘Soft’ measures include developing travel plans, personalised travel marketing, the provision of transport information, alternative travel incentives, new services and products, building planning partnerships, cycling and walking initiatives and providing better access for pedestrians.

Who’s involved?

The Target project brings together eight European partners led by Metro (the West Yorkshire Passenger Transport Executive). Alison Pilling is the Project Manager based at Metro, and can be contacted at target@wypte.gov.uk

The Target partners are Metro in partnership with the authorities of Yorkshire and Humber and other bodies (UK); Freie Hansestadt Bremen (Germany); City of Göteborg, Traffic and Public Transport Authority (Sweden); City of Odense, Environmental and Technical Department (Denmark); and a regional partnership comprising of: Municipality of Sluis, Stad Brugge, Gemeente Schouwen-Duiveland and Provincie West-Vlaanderen (Flanders and Netherlands).

Our vision:

  • To develop, implement and evaluate a range of mobility management activities that will promote, facilitate and encourage the use of alternative modes to the car and car dependent lifestyles.
  • To develop these activities through proactive transnational cooperation and create a practical platform for the exchange of information.
  • To deliver best practice findings to form an integral part of effective and sustainable transport solutions in urban and rural areas.
  • Integrate mobility management activity with spatial planning mechanisms.

  • To have positive impacts in social, environment and economic terms.
  • These aims support the interpretation and adoption of the European Spatial Development Perspective (ESDP) and Norvision in national, regional and local planning strategies

Target project activities:

The project will be implemented through five linked and transnational Work Areas each designed to target specific population groups.  Within each Work Areas there are locally based workpackages,  of which there are twenty six in total. These are detailed in the Work Area section of the web site.
The Work Areas are:

Workplaces - working with key business sectors in developing travel options that mitigate the environmental impacts of business generated travel demands.

Mobility Education - evaluate safe routes to school and develop positive attitudes to sustainable transport modes for young people.

Transport and Leisure - will develop cross-sectional partnership approaches to reducing car travel to a range of visitor attractions, both urban and rural.

City Living - developing integrated modes of transport that offer urban dwellers a range of mobility options without recourse to the private car.

Transnational arena - This area maximises the benefits of transnational co-operation and network learning which facilitates information gathering, exchange of experience and fast-track development of mobility management activity.

Target project structure

Overall steer of Target is made by the Project Management Board who are the decision-making forum of the project. The Board comprises of a Project

Partner Coordinators are the main point of contact for all activties within that member state. Work Area Leaders are responsible for the transnational cohesion of workpackages and report to the Project Management Board.
